Ms. Horn leads the Center for Election Integrity as Acting Assistant Director. From 1997–2001, she worked as a Democracy Officer for the United States Agency for International Development (USAID) supporting projects for electoral accountability and transparency, electoral reform, and civic participation. In this role, Ms. Horn oversaw USAID’s Paraguayan Elections Program (October 1997 – January 1999) that included grants to non-profits to provide civic education and voter training as well as technical assistance to the Paraguayan Election Tribunal. She coordinated international observers for the 1998 national elections. She has also served as an electoral observer for the Carter Center in Jamaica (October 2002) and the Organization of American States in Nicaragua (October 1996). Ms. Horn trained USAID employees on implementing accountability initiatives and taught citizenship classes to immigrants in the DC area. She has completed training courses on Participatory Deliberation Methodologies and Facilitation Skills. Ms. Horn received a Fulbright Scholarship in 1993 to research political participation in Santiago, Chile. For the Ruth Ratner Miller Center for the Future of Greater Cleveland (a research center), she directs research, public forums, and collaborative efforts in the community to promote economic growth in Northeast Ohio.
