Dr. Meyer-Emerick’s teaching and research is inspired by her nearly twenty years experience in local government administration. Her two primary research areas are democratic governance and policy analysis. During her career as a public administrator, she conducted technical and administrative training to achieve efficiency, effectiveness, and equity in governmental operations and regulatory compliance. At the Levin College, she teaches in the Masters in Public Administration program which prepares current and future public administrators to skillfully implement public policy with integrity. With this combination of extensive experience in local government administration and adult education, Dr. Meyer-Emerick is highly qualified to train poll workers on the technical aspects of election administration, work with election officials to streamline their procedures and achieve compliance with election law, and inform voters about election procedures.
As a policy analysis scholar but also as a former practitioner, Dr. Meyer-Emerick is keenly aware of the difficulties of translating frequently ambiguous legislation into administrative policy. Yet she also recognizes the necessity for legal and professional oversight in these activities. With her background, Dr. Meyer-Emerick is qualified to work with election officials to review the administrative preparation and implementation of procedures and evaluate their efficacy in achieving HAVA goals.
Dr. Meyer-Emerick is also able to conduct public hearings for fact finding and public comment. She has an extensive background in organizational behavior and is therefore familiar with methods to facilitate citizen input. She worked as a volunteer for the Ohio vote recount in Cuyahoga County from November 2004 through January 2005 and thus is familiar with many of the difficulties experienced by election officials, poll workers, and voters, not only in Ohio but nationally in attempting to fulfill HAVA requirements.
