Dean Steinglass is one of the preeminent national experts on section 1983 litigation-- the federal statute imposing liability on State and local governments for violations of federal law.   He is the author of a leading multi-volume treatise in this area, Section 1983 Litigation in State Courts.  His expertise in this area causes him to be a highly sought lecturer for legal and judicial education programs throughout the country.  Dean Steinglass has argued two landmark cases before the United States Supreme Court, Board of Regents v. Roth (1972) and Felder v. Casey (1988).  He has assisted lead attorneys for many cases in the U.S. Supreme Court plus lawsuits in federal and state courts throughout the nation.  His counsel is most sought for cases involving the legal relationships between the States and federal governments (federalism) and civil rights litigation, including election litigation.  Following law school, Dean Steinglass practiced law in Wisconsin, initially as Staff Attorney under the Reginald Heber Smith Fellowship Program and ultimately became Director of Legal Action of Wisconsin, Inc., the state's largest legal services program.  He also served as a Lecturer in Law at the University of Wisconsin Law School.  A part of the Cleveland-Marshall faculty since 1980, in 1997 he was appointed the twelfth Dean of the Cleveland-Marshall College of Law.  His teaching areas include Civil Procedure, Federal Jurisdiction, Section 1983 Litigation, and State Constitutional Law.
