Dr. Vogelsang-Coombs is the architect of the Levin College's Local Officials Leadership Academy and its Certificate Series for Newly Elected Officials. Her extensive experience in designing and delivering professional development programs for state and local managers, including the Ohio Certified Public Manager (OCPM) Program, is widely regarded. Hundreds of individuals, ranging from elected public officials at the state and local levels to professional public managers, have participated in educational programs Dr. Vogelsang-Coombs has designed. She has also taught courses in public administration ethics and administrative skills development. She advises MPA students in the general public management specialization and coordinates the Graduate Certificate in Local and Urban Management.

Currently, Dr. Vogelsang-Coombs's  research interests lie in democratic theory and political representation, municipal reform politics, and the practice of local government leadership.  Her articles have appeared in Public Administration Review, the Journal of Public Affairs Education, the Review of Public Personnel Administration, and Business and the Contemporary World
