1978 Default: December 15 the City of Cleveland was in default when it was unable to repay $14 million in loans owed to 6 local banks. Cleveland became the first major city since the Depression to default on its financial obligations. City finances under state supervision until Nov. 1980.

1982 Cleveland Neighborhood Development Corporation (CNDC) founded as the trade association of CDCs to assist in lobbying for continued funding of the Storefront Renovation Program and to advocate for policies and programs to support CDCs.
1982 LISC (Local Initiative Support Corporation) begins local operations in Cleveland to support CDCs
1982 Midtown Corridor: In January 1982, Midtown business leaders convened an ad-hoc committee to examine an "appropriate role for business and institutions in revitalization efforts" for the East 30th to East 82nd component of the Dual Hub which lead to the MidTown feasibility study and development of organization. Renamed Midtown Cleveland in 2000.
1986 Cleveland Housing Partnership Equity Fund founded to support CHN low-income housing development to raise equity from local corporations and financial institutions for housing development projects as provided under the National Low-Income Housing Tax Credit Program. Provided funding for the CHN Lease Purchase program.
1986 Westside Industrial Retention and Expansion Network (founded by Detroit Shoreway, Cudell Improvement and Stockyards Area Development Association) to retain local industries and link neighborhood residents to jobs.
1986 Cleveland Neighborhood Partnership Program (CNPP) established at Cleveland Tomorrow to provide operating support for selected CDCs. CNPP later incorporated into Neighborhood Progress Inc.
1987 Collinwood Village Development Corp. established.
1988 Enterprise Foundation establishes office in Cleveland to assist with developing housing for low-income residents
1988 Neighborhood Progress Inc. (NPI) established as an intermediary to coordinate funding of CDCs and assist CDCs to develop larger projects. NPI developed the Quantum Leap program to provide organizational development assistance and training for staff and boards of CDCs.
1989 CHN Family Development Program (case management to assist residents), and Homeward Program, a housing rehabilitation and sale program begin.
1991 City of Cleveland Housing Trust Fund (4.4 million) established.
1993 Amistad Development Corporation established in Southeast side of Cleveland
