Dr. Spicer examines the polar worldviews that laid the groundwork for public administration and the U.S. Constitution. He uses his findings to see how the current vision of public administration might be readapted to certain elements of the founders' worldviews, such as their determination to eliminate abuse of power within governments. His argument is that this compatibility is necessary in order to establish the legitimacy of public administration on the basis of the Constitution.
