Ms. Shimek is a Project Manager with the Center for Public Management and the Great Lakes Environmental Finance Center of the Maxine Goodman Levin College of Urban Affairs at Cleveland State University. Prior to her employment at Cleveland State, she was a planner and analyst with the firm Bramhall Engineering and Surveying in Avon, specializing in stormwater regulations compliance assistance. Ms. Shimek has worked in the areas of public administration, planning, public finance, and applied research and analyses since 1990. Previous employers include the Northeast Ohio Areawide Coordinating Agency (NOACA), and the Ohio Auditor of State. In her experience as a project manager and program administrator, she secured funding, developed budgets and proposals, trained and evaluated staff, oversaw consultant contracts, developed and implemented marketing strategies, and provided quality control in services and products. As a Deputy Auditor in the Performance Audit Section of the State Auditor’s Office, Ms. Shimek managed the operations reviews/assessments of various university, county and municipal commissions and departments. These audits incorporated estimates of the financial impact of the changes recommended by the audit. Ms. Shimek also managed an infrastructure advocacy project for the development of a countywide capital improvement plan and infrastructure investment strategy for Lorain County. She has also served in a technical capacity performing operational assessments and program evaluations; reviewing development plans for compliance with local zoning regulations; assisting clients in developing policies, documentation procedures and operations manuals required for compliance with federal and state law; and evaluating the financial impact of current versus proposed operational procedures. Ms. Shimek holds a Master of Public Administration degree from Cleveland State University and a Bachelor of Science degree from Saint Louis University. She is also a member of the American Institute of Certified Planners and American Planning Association.
