Jessica E. Sowa is an assistant professor in the Maxine Goodman Levin College of Urban Affairs at Cleveland State University. She received a Ph.D. in Public Administration from the Maxwell School of Citizenship and Public Affairs at Syracuse University in 2003. She also holds a Masters of Public Administration from the University of Tennessee at Knoxville and a B.A. in Political Science and a B.A. in English from the University of Massachusetts. Her major fields of research and teaching are public and nonprofit management, with a focus on organizational effectiveness and performance in public and nonprofit organizations. Professor Sowa has conducted research on alternative mechanisms for delivering public services, examining inter-agency collaborations used to deliver publicly funded early care and education services. Her research also focuses on defining and examining organizational effectiveness, exploring the systems, processes, and capacity that influences organizational outcomes and performance. Professor Sowa is also involved in research on the management of human resources in public and nonprofit organizations, including such issues as leadership and HR systems and processes. Her work has appeared in Public Administration Review, the Journal of Public Administration Research and Theory, Nonprofit and Voluntary Sector Quarterly, and the Review of Public Personnel Administration. She was most recently an assistant professor in the Department of Political Science at the University of South Carolina. Sample Syllabi:
