Philip Star, Executive in Residence, is the coordinator of the Undergraduate Nonprofit Internship Program and Summer in the City Internship program. Phil is the former Director of the Center for Neighborhood Development and joined the Urban Center in 1988 after directing the Cleveland Tenants Organization for 10 years. In addition to managing that United Way-funded agency, he has been a consultant with the National Housing Institute and the Housing Law Reform Project at the University of Michigan.

As Director of the Center for Neighborhood Development, he instituted internships at community development corporations for undergraduate urban studies majors; developed a mediation program for the Cleveland Housing Court; and created Neighborhood Leadership Cleveland, a grassroots leadership program, for residents of Cleveland neighborhoods. The program was implemented in cooperation with Neighborhood Leadership Institute.

He co-authored "Management of Neighborhood Development: Community Development Corporations," a chapter in Managing Local Government Public Administration in Practice (Sage, 1991); was co-editor of Revitalizing Urban Neighborhoods (University Press of Kansas, 1996); and co-authored "Neighborhood Leadership Today for Cleveland's Future," a chapter in The New American City Faces Its Regional Future: A Cleveland Perspective (Ohio University Press, 1999).

Recent activities have included chairing the Cuyahoga Affordable Housing Coalition, staffing the Cuyahoga Housing Trust Fund Housing Advisory Board and assisting the City of Cleveland in the implementation of the Code Enforcement Partnership program. Recent research and evaluation activities include a four year evaluation of the Tremont Pointe HOPE VI Program. Mr. Star holds a bachelor's degree from University of Wisconsin, Madison; a master's degree in History from New York University; and a J.D. from Case Western Reserve University.
